D'autre part, étant donné le caractère exceptionnel de cette épidémie et les populations concernées, le CSHPF, sans préjuger du dispositif définitif que la Ville de Paris mettra en oeuvre, considère qu'une équipe dédiée ou une antenne installée dans le foyer même, ou au plus près, serait de nature à assurer, de la façon la plus exhaustive possible, la lecture des IDR, la distribution contrôlée des médicaments, le suivi de l'observance et de la tolérance des traitements, et la recherche des perdus de vue.
